Yes, bikes are allowed. Dont let people scare you. Plenty of bmx people including myself have helped build that place. Any people that start fights are just Aholes. Early mornings are usually best or late night. Once too many people there it's too hectic

You can ride your bikes on the whole park EXCEPT anywhere on the bowls or ramps or the parking lot for them (everything under the highway overpass), that is a skater or spectator zone only, NO BIKES.

What type bikes. We talking bout south Philly by the stadium's if u saying dirt bikes hell nah unless u Wana go to jail. But if you talking pedal types yes I seen a few riding threw n around the park and on the ramps. But the ramps mainly for skate boarders
