I need to know if it is possible that you can travel with your pet on an airplane but also have her sit by you or underneath you on the plane site

I think it is possible, if you have your pet in a ventilated pet carrier.

That is up to the individual airlines. My experience is that most will allow small animals or service animals, for an additional fee.
