My husband didn’t realize his 2016 federal taxes were rejected until we tried to file for 2017, how does he fix that now?

You can still Efile your 2016 tax return if you do your taxes with a professional tax preparer. If you do not want to use a professional then you can print and mail them, read the instruction of the 1040 so you can find the correct address to paper file them. Do the same for the state, school district ( if applicable) and the city.

The 2016 tax return has to be mailed. Efile is no longer available in your situation. Just print off the tax return, sign/date it and staple all wage documents to the front page and mail it.
