I believe this airport isn’t for general aviation. i think it is for privately owned planes; cessna, piper, private jet, etc.
No, as of now (2021), there are no major commercial airlines active at this airport. Your closest airports for mainstream commercial flights are New Haven, Hartford, and Westchester County. Hartford is reasonably priced; the other two, while more convenient, are also more expensive. Your best bet is to fly out of Newark. Amtrak runs directly to Newark Airport, so there are no parking hassles. You could also take Amtrak or CT Rail to Windsor Locks and Uber to the Hartford airport, which is in Windsor Locks.
