The park is free to the public, there are no grills and there is an huge homeless crowd in the park. I would not recommend it .
No grills and busy during the afternoon when people are getting off of work. It's also free to go there. After five or six parking is free.

The only parks with grills are sesquicentennial and areas around lake Murray. The homeless at Finlay Park are there usually waiting for the organizations that serve meals. Most of them are friendly and won't bother you. My experience is that most are courteous and friendly, not the stereotypical beggars and drug addicts.
No grills, no free parking close by and I've never had a problem with the homeless. Go to the state park to grill out and chill out.
There are 2 parking areas. The one at the top of the hill has parking meters. The lot by the post office is free. In the cooler weather, there are less homeless around.
