Is there an outdoor shelter where people can bring a sandwich and eat on the museum grounds or near the museum?

Did not see one around. There is a top over the front of the theater entrance. There is several picnic tables in front of the Mayberry mural painted on the front left side of the museum.

There are 4 nice shaded tables behind Wally's Service Station next to the Mayberry Courthouse and Jail.

No shelter at the museum, but there were a few picnic tables off to the side. Another option is a lovely courtyard with umbrellas and seating (tables) across from the Snappy Lunch on Main Street.

Yes, there is a stage by Mayberry sign. And chairs , perhaps table by the downstairs museum entrance
