You would need the license before being hired. Since its team driving, your codriver would be asleep most of your time, so a permit wouldnt allow you to drive under those circumstances. I'm pretty sure you can get the permit before the physical. But you'll need it either way, so just do it in whatever order is needed. (Plus, it might vary by state requirements)
