Only service dogs are allowed in Costco. This does not include "emotional support " dogs. There are dogs that detect seizures, a drop in blood sugar, provide assistance with walking, etc and those dogs are trained for this purpose and are welcome.
If it is a service dog you should be able to.
I don't see why not. Service dogs are not pets, so they are usually exceptions to the rule.

I have seen one Large service dog in this Costco. Nobody in the store approached the owner. He even took him in the area where you eat hot dogs and pizza.
