If a person, age 65, was born in New York City, and has lived in Pennsylvania all of her life. Her birth certificate is non readable and needs it for her employer for retirement purposes.

Just like Chris said, you have to get in touch with Vital Records in New York. If you or your spouse are Veterans, you should not have to pay for it. At least that's the way it is here in Pennsylvania.
