Technically its part if the AT, so it never closes. And there are no parking restrictions at the trailhead. On the other hand, the trail is tricky: rocky and steep. A team had to rescue a group that was caught up there in the dark. IF you are experienced, and IF you are properly equipped, it could be done. But it would be better to climb up in the daylight prepared to stay overnight. There aren't any good camping spits close by, but if you could stay awake thru the night, the view in the morning would be great! BTW, there is a view almost as good across the river on the Peters Mountain section. Just climb the reauk until you reach a flat area on what seems to be the top of the mountain (but isn't really) . then head off to the right, and you'll be there. Not quite as good a view as Hawk Rock, but a lot easier to get to!
No. But honestly that hasn't stopped people before. I heard some of the people who live in the few houses you have to pass to get to the parking area will watch for vehicles so it might be hotboy. Its probably not safe as there are parts of the trail that are narrow and full of rocky terrain. Daytime visiting is really recommended here.

I grew up in the area and I would do it with flash light at night sense time's have changed I would still do it
I've been there a ton of times at night.. it's part of the A.T., so you could park at other areas specifically for that, but there are no hours posted anywhere...
