DMV ARE STRICT ON THAT...WHICH MAKES NO SENSE ..MAIL A CARD ANYTHING WITH HER NAME ON IT..HAVE A FRIEND DO IT...IS A STUPID RULE ..NO 16 YEAR OLD HAVE ANY BILLS ..IF THEY LIVE AT HOME...GOOD LUCK
