You don't need it then
You MUST install it in a vehicle, any vehicle you drive. You do not have to own the vehicle because the device is registered to the person who requires the IIL device, but you must not drive ANY vehicle that is NOT equipped with the IIL device or you risk additional sanctions, or suspension or revocation of the program, your driver's license, or both.
