I bought a car, the emission failed, can I still register the car and get a plate with an extension for fixing the problem?

If its from other state they can give you a temporary plate for 30 days. No plates with out emission but u bought in ct them give you 30 days to fix it

Yes you can still register it even if the emission shows that you failed if the title is from CT
