I've never had any issues visiting there. Start by the big metal gate down by the road and don't visit at night. Just walk up the main path. No tours given here, but lots to take in. They've been very cordial to me every time I stopped by to see the place and take photos. Who knows how much longer it'll be around so it's definitely worth visiting.
I am not sure. From what I understand you can ask the man who owns it but not sure how to get a hold of him. He should it's a great castle!
