Yes there are public restrooms in this and most malls because they want you to stay there as long as you can and not have the need to relief as an excuse for you to leave and not spend money at any of the stores.
Most stores in the Raw have restrooms available to customers and general visitors but the one restroom in trader's joe is the cleanest my wife has been so far. But generally they'll all nice and clean so please try to keep them that way. Just a friendly note 😉 😃
