Yes, no tank tops, sagged pants etc... Basically look approachable and dress decently. It's same for most place in the national harbor and the dress code is posted usually outside the door next to the menu.

Yes there is, although last time I went there were people in tank tops and flips flops, but no shorts, tank tops, flip flops, collared shirt.
