Registration is on Monday, Wednesday, Thursday and Friday from 9am-11am & 1pm-3pm...btw, there isn't a card.. Once you sign up initially (with all required and requested documents) you will only have to show either your NYS or NYC identification card...This is done monthly only, hope this is helpful.
