If you want to donate a bicycle I recommend the local nonprofit Bikes For The World. They have collections throughout the metro area.
i'm not sure whether they accept any used bikes although i have seen their display models featuring some historic bicycles from the past, it seems they only sell new ones. i have seen refurbished bikes that are sold at College Park Bicycles in College Park, MD though. you might give both shops a call to verify.
