An hour before the park opens to an hour after the park closes and yes it is. If you are staying at one of the Disney hotels on the monorail loop it runs the hotel loop earlier than an hour before.

Everything, or close to it, is wheelchair accessible at Disney. The Safari at Animal Kingdom even has trucks specially outfitted with wheelchair accessibility. FYI, if you wait until an hour after the park closes, you could be waiting to board the monorail for more than half an hour. I know that might seem like a short wait compared to some of the rides, but if you have little-ones with you, I advise you to have strollers for them, they will be melting down if they cannot doze off.
