No. All the upstairs and most of the castle is reserved for office space and such. The only areas open to the public are on the main floor and only include the lobby area and a small room with a few original displays. Also there is a gift shop and small cafe. I was just there in March so my facts are acurate.
I don't think so. They offer a tour of Castle everyday at 9am. I didnt take the tour, so not sure how extensive it is. You can walk around limited areas of the 1st floor on your own. The Castle's architecture is amazing and it's worth a visit.
