It's very simple to get a library card. All you need to do is ask the person (probably in the first floor) how to get a library card and then they might ask you a couple of questions like your age, then they'll give you the card. I might be wrong because I got mine a very long time ago but this is what I remember.
You just need to give any type of address proof like a gas bill and you're set.
