If the street signs say "No parking 8AM - 10AM Mon and Thurs. 2-hour parking, 8AM-5PM, Mon-Fri. Tow away zone. Any vehicles without Zone permit parked in zone over 2 hours." Does this mean a car without a permit can park after 5 pm?

U could actually park in the zone e for 2 hours...it goes from when your vehicle was 1st observed....so if u park at 8:05am & they dont see your car until 8:35am, u have until 10:35am to be out of the zone completely...(that's based off of when your vehicle was 1st observed) now, according to when u actually parked (your time) u would have needed to be out of the zone by 10:05am....u could go from zone to zone but not street to street within the same zone...& u still would have to move for street cleaning if u parked on the Monday/Thursday side...also u could come back and park in the zone at 5pm....

Yes,you can park after 5 P.M. without a permit. In actuality you can park after 3 p.m. because the zone ends at 5p.m. they can't ticket you because the zone ends at 5 and you parked after 3, so, you wouldn't be in violation.

I called parking enforcement and they told me after 5 you could park there without a zone permit.... Tried to reach one of the ticketing agents I know but no answer
