Where do I submit my W-4V? Since I can't get through to my local SS office, or any other office for that matter, how do I know if I should send it there? Will there be anyone there to receive it.

You can place your paperwork in the drop box located inside the doors to the left. M-F 9am-4pm.

The drop box works really well and any original documents they require will be sent back to you within a few days.
