There is no email to send anything to pertaining to applying for benefits, or anything else for that matter. If you want to apply for benefits go in to your local SSA. For more information visit SSA.gov
Just go visit your local social security office, they will be able to help you with turning in everything that you need to get your benefits.
In not sure however it seems to me that any worker at the agency can help you with the correct address for you to send the certificate to
