Oh dear God - do NOT reply to ANY email asking you for personal information! Besides, the emails are fraught with bad grammar and misspellings - why in Earth would you even consider responding or think they are serious about "unclaimed money"?
Nobody ever gives money from the Treasurer's Department randomly, it is probably a scam. To see if money is owed to you go to nccash.com, it is the state authorized website to search for unclaimed property
