Paint chipping due to damage or poor maintenance is not a warranty nor safety issue. Think about your driving habits. How many times have you been behind a truck that kicks up gravel or has dirt falling out of it. All of that wear and tear does damage. The dealerships are trained to see if paint is a true defect or caused by an outside source.
