For the immediate future yes a person not a guest of the hotel can go up, so long as tact and decorum are used so as to not affect others in future visits.
Yes, the view is from the hotel loby, which is located at the top of building. There is a lounge and a bar there to help enjoy the view.
The Intercontinental Los Angeles is the tallest building west of Chicago. It is located within the Wilshire Grand development and is a beautiful building. When I was there in early September they were still working on the spa and fitness center. The french themed steak house on the 71st floor and the open air bar on the 73rd floor make this an exciting addition to downtown Los Angeles.
Yes. The view is pretty good. The lobby is on the 70th floor but there is a rooftop bar on the 73rd from where u can get a view of the city
