Closing time on Google shows 11PM. I pulled into the drive-thru at 10:25. While waiting to have my order taken, the menu lights were shut off and was not served or even told that the store was closed. Is this a normal business practice?

Hours can vary by location and Googles listed tines are not always correct. You should check the hours posted on the door. If the lights for the menu were off, they almost certainly closed.

I'm sure if business is slow they make the decision whether or not to stay open.

Google updates hours of operation annually but most restaurants adjust hours of operation seasonally. Wendy's has adjusted their hours to winter hours and will adjust them again for holiday hours.
