I'm with James...when we drain and refill, we always refill through the filtration system (remove the filter and put the hose into the hole underneath the filter). If you have a dual filter, do them both this way.
Did you open the air relief valves and pour water into them during refilling? I do this and then turn on one jet group for short 3-4 second bursts once tub is filled, since running them with air in the line is bad for them.
