Not sure where to start. My grandaughter has been in the system for years now. I havent seen her or heard anything for years. Is there a way to be sure my contact information is available to her when she turns 18?

This is complicated. My children and i see her as my grandaughter, thier neice. When she was born her mother was incarcerated. Baby released to us. We raised her her first year. Last contact with her she was 5.
