No. Not anymore! Just went in last week and got mine within about 15 minutes.

You should call and check with them. Most of the offices have been closed to the public due to the Covid-19 restrictions.

I just recently paid $28 and I had to be there in person to show ID so I can't imagine they could just fax it.

After you fill out a request document front and back the clerks office prints the birth certificate right away. It costs 32 dollars

You will need to go through the court system and request a formal name change. Once the birth certificate is filed then a court order is the only way edits can be made.
