My Nevada License was suspended for traffic tickets. I have to enroll in a driving program. Does each License apply to each if one is suspended?

It's for all States and they are hooked together, it doesn't matter which state that you are licensed in. Regular and CDL licences are the same under suspension.

Unfortunately for you "state hopping" is a not allowed. Especially for CDL holders!
