I saw a dog down the street with a big pouch hanging from his stomach- sort of like a big tumor. I followed him and know where he lives but he is clearly not getting the help he needs. Is there anything o can do?

Please make sure to immediately make contact with the Animal Control Officer for the city that this dog is in so that they can go to the location to check in the dog.

Call animal control to report his condition. And address of home; they are allowed to do a welfare check on the dog. A Shelter has no jurisdiction unless Animal control confiscates the dog because of neglect.
