Go to the Indian River County library system website and click on Catalog. There will be a link for e-books on the main page of the library. You will need to access the e-books through an app. The site will explain it to you.
Download the Libby by overdrive app from the app store for iOS or the play store for Android. Follow the instructions for finding the county library. Then sign in using your library card barcode number and a PIN number that you should have previously set up with the IRC library if you don't have/remember your pin contact the main library press zero at the main menu. Everybody else here who says just go to the website how about actually helping people by telling them what the website is instead of just saying "go to website". You know be kind and actually help people instead of just repeating what was already said.
