The NPS store? Anyone. The entrance does look kind of intimidating like the back of a warehouse... Because it is. I remember there's also a sign above the main entrance that makes it look like only companies can purchase there, but really anyone can shop there. You'll want to drive past the employee lot and park on the north west side. There is lots of parking.
