If its open you should be able to. Theres a road that leads to the top, and a pavilion area at the summit for lounging. Not much walking unless you want to get to the edge.
Yes you can drive all the way to the top. The walking paths seem to be in nice shape. Dogs are allowed on leash.

Yes, you can drive up in Summer time. However, there is a weight limit on the vehicle (i.e.: No buses). The road to the top is closed for vehicles during Winter.
It is not super wheelchair friendly if you park in the parking lot, but with handicapped placard, you should be able to get closer in your vehicle for thhose with limited mobility. That is what I did for my mom last fall when we visited.
