Yes you can make an appointment. As suggested go there rather than call (faster) and the guard will give you one. Appointments are called on first. Keep in mind, there is a GOVERNMENT SHUTDOWN until who knows when. They are NOT open today, I was there.
Not sure if you can make an appointment but you can walk in and ask the guard if they can make you an appointment or just take a number and wait to be assisted.
