If you go in evening usually slightly cooler. I have eaten there two times. as I do not live in area but, I agree I ate on deck both times and was lucky to catch a breeze from the harbor.
The decks can be very hot on a hot day, but you should eat out there if you can, as the view of the Harbor is great.
