They just care about head, parking, back up and break lights
If you have an option to turn off fog lights with a switch button then I would advise to keep them turned off just in case. I have a dead fog light and my inspection passed
They won't pay attention to that, lights aren't associated with the sensors.
Probably won't unless the sensor sends a message. You'll get 45 days to fix it if denied.
