What is the average wait time for inspection this week, on a weekday? Can I get a car inspected for my family member who is not able to drive right now, as long as I have my license and the car registration??

I was in line around 10 a.m. and was complete with inspection by 11:15..

This week I'm not sure. But 2 weeks ago that I was there at the Secaucus center , the wait was a line of 25 minutes.
