I suspect it's like what's seen on the TV show "Comic Book Men". Example. If the shop thinks they can sell the comic for $20 they're not going to pay you more than $10. In exchange for a quick and easy sale you're not going to make as much profit.
I don't sell my comics. May be someone else could help you with this question.
They will and I have seen them buy... depending on the rating, condition of the comic and the case... and demand of the comic. I will say that it's rare that you'll get its list value though...from any buyer, much less heroes. You'd have better luck at a comicon event.
