I have a small dog that belonged to my parents who passed away, I can not take care of him or provide medical care, I would like to bring him to the shelter, will he be taken care of there?

The best thing would be to contact a local rescue group or try to find someone to adopt him from you. The shelter should only be considered in extreme circumstances since too often people use the shelter and its valuable resources as nothing more than a dumping ground for pets they have simply lost interest in and/or realized that taking care of a pet requires commitment; - a quality that is unfortunately lacking in most.
