my wife has has a beginners permit that will expire 10/17/2020 how can she upgrade it when all the dmv's are full up for the coming year according to the schedules on the internet. does she need to take the driving course again?

I would contact the developer directly or look at taking the test at a different county dmv, I live in richland but took mine in Irmo when I was younger
