If you've seen the blockbuster film Zootopia (2016), you know that the Department of Motor Vehicles is under high scrutiny in the court of public opinion. In my experience, this is sometimes warranted. However, the Shop Rd. location of the South Carolina Department of motor vehicles is run by the opposite of Sloths. South Carolina Courts have stated the DMV's chief purpose is to, '...favor "the disposition of issues on their merits rather than on technicalities."' Catchings v. SC DMV (SC Ct. of App. 2008) Perhaps no DMV in the nation better embodies this purpose. When I stepped foot into the Shop Rd. SCDMV on a cool, fall afternoon; I saw a room packed to the brim with folks from all walks of life. Nearly every creed, race, religion, and ethnicity from sea to shining sea is represented in part. What I truly saw, was a room bursting at the seams with the American spirit, an axiomatic monument to the ideals espoused by our founding fathers. Given the sheer number of beautiful citizens gathered to worship this process of the rule of law, I naturally expected a significant queue of muddled, tired souls yearning for relief. What I found was God-fearing worship and service in honor of the principles of efficiency. Eliyahu M. Goldratt, the author of The Goal (1984), surely would have been moved to tears to witness. My friend and I were in and out in less than 35 minutes with shining smiles on our faces. We were greeted with easy paperwork, kind explanations, and playful banter akin to being at your favorite local diner in your hometown. There may exist a better DMV in this world, but I fear the only true competition of the shop road DMV is the Great DMV in the sky. From the bottom of my heart, thank you, Shop Road South Carolina Department of Motor Vehicles for compliments that number the stars. To you, it may have been just another shift, but to us, the citizens of these United States, it was the epitome of Good neighboring only that Good of the Most High.

The woman at the counter was nice and very helpful however, the process for switching over a tag is stupid. I hate South Carolina! I went to the wrong place because nobody is available to speak on the phone. Plus, we pay road taxes but the roads are breaking our vehicles! What a really messed up state!

A title basically is a document showing who's the owner of the vehicle. most states do not require you to prove that you have insurance. But check with your local DMV.
From my experience, a FR-10 would have to be submitted to your insurance, not the DMV.

Lots of State agencies ask for an original copy of documents like POA's and Death Certificates You should always have more that one original made when you first have them made. That way you avoid any hold ups when you run into needing an original..

It's a $10 penalty if it's 2 weeks late, $25 if it's a month late, and beyond that it goes up to $50 or it caps at $75 depending on how late you pay to renew your registration. You have to pay at the county first, then you'll need to take the receipt you get there to the DMV to pay the late fee so you can get your sticker.
No you do not, only for a CDL permit. They will check your eyes and if you can't pass that they'll give you a form to take to an eye doctor. But you do not need a physical to get a regular learners permit.

In the state of South Carolina, automobile owners must present a vehicle title and other credentials to register a vehicle. If you are purchasing a a new vehicle from an automobile dealership, the dealership financial representative will process the vehicle registration and payment fees for when you purchase the vehicle. In this case, you will not have visit the SC DMV.
The interior office space of the SC DMV has been relatively clean in terms of no obvious marking on the walls or floor, no noticeable trash or no ordinary debris on the outside of the building.
Go to the SCDMV to get a copy of your driver's license. Be sure to bring other identification with you.
Go to DMV and fill out a form to change address. They'll change your mailing address as well and give you a new id.
