It says online that you can walk in on Tuesday, Thursday, and Saturday. I have been in the DMV twice recently and did not see that posted in the DMV, so you can probably walk in any day.
Any day that the DMV is open. Just go to station #1 (Information) when you get get there. Costs will be around $63.
