It says online that you can walk in on Tuesday, Thursday, and Saturday. I have been in the DMV twice recently and did not see that posted in the DMV, so you can probably walk in any day.

DMV website shows $15 replacement title with no changes. You can also complete the process online so you don't have to pay $5.00 in person fee.
Check the DMV website, but I think if you take some other paperwork with your name and address on it would probably save you some time too.
