Yes you can pre pay when you buy your tickets and it will be cheaper.
We went Tuesday and saw Elton John. We bought our pass for $20 when we bought our tickets online but the night of the concert they were charging $30
If you buy your parking in advance it is $20. I believe you can buy premier parking in advance for $30 . The day of the show it is 30 for regular parking. You may be able to park for free at the fairgrounds and walk a bit. Have fun!
