How do I file a complaint and let the owner know of the horrible customer service I just received from the manager after the provided the uncorrected order and she said there was nothing she could do.

Not sure, but you might be able to find the name of the owners somewhere online if an employee won't tell u. Maybe file a complaint with BBB or Chamber of Commerce. As for Kim Smith's response: We had horribly slow service the day we ate lunch there and considered leaving but we could tell they were understaffed that day, and the food--when it finally arrived--was good. Two of my children work as restaurant servers and I know from experience that something can always be done to fix a problem with an order. Sounds like a bad attitude to me. I wish u luck but recommend u never eat there again and u let all ur family, friends and acquaintances know about ur experience. Also complain on Trip Advisor.
