You can order lunch items anytime of the day. In the morning it takes longer, but you can still order. Technically breakfast over at 1030 at most sites.
Starting at 10:30am I believe they start the lunch menu. However, I have seen people order lunch items earlier. It may be a simple matter of waiting a little longer for your order.
