Kind of. You can walk the park which has a lot of ponds etc.and there is an overlook spot to look down in the cave from above. But no one is supposed to walk down without snorkel or scuba gear. Its just a straight flight of stairs down the water. No where to walk down there.
If you have never physically seeing a cave before before then go. If you're not going to get into the water and snorkel with the price tag included it's not worth the drive.
They may let you see it in the cave without going in the water if you ask them ahead of time
